GPSD（General Product Safety Directive）即一般產品安全指令，為了確保消費品的安全，通用產品安全指令2001/95/EC（GPSD）對消費者投放市場或可能被消費者使用的任何產品（包括所有產品）規(guī)定了一般安全要求提供服務。
任何參與歐盟市場產品的商業(yè)開發(fā)或質量保證的人都一定會了解涵蓋其產品的特定指令。隨著技術的發(fā)展，所有行業(yè)和新產品的出現(xiàn)，商品將開始超出特定指令的范圍，或者最初不打算供消費者使用的商品開始被消費者使用是可行的。在這些情況下，適用通用產品安全指令（GPSD）2001/95 EC。
GPSD是用于保護消費者健康和安全的所有安，適用于該地區(qū)所有新的和二手貨物，這些貨物不屬于自己的行業(yè)特定法規(guī)，但可供消費者使用（無論它們是否實際使用）是否適合消費者。

根據(jù)一般產品安全指令GPSD規(guī)定，生產商有責任確保在市場上銷售的產品均屬安全。這項規(guī)定適用于在市場銷售的所有產品，或以其他方式向消費者供應的一切產品。根據(jù)下列幾項因素確定產品是否安全：

申請CE-GPSD指令的辦理流程

1、項目申請，遞交CE認證申請；

2、資料準備，根據(jù)CE認證要求，企業(yè)準備好相關的認證文件；

3、產品測試，寄樣到實驗室進行測試；

4、簽發(fā)證書，報告審核無誤后，頒發(fā)CE認證證書。
